Post subject: more ignition worries?

can anyone help?
i can't remove the ignition from the yoke on my fII
there aren't any screws
the underside looks like some kind of rivits, but if i drill em out how can i fit the new one?
there must be something i'm missing

They are anti tamper bolts.
These are bolts that have a head on them that shears off when they reach the correct torque.Drill thro the centre with a 3/4mm drill and then use a stud extractor
