Front sprocket spacer size

Hi folks

scratch Just about to put chain back on when I find that the sprockets on my 4L0 with standard wheels and 530 sprockets will not line up. More importantly I cannot fit the lock tab on the front sprocket. The spacer looks far to big and measures 19mm in depth.

As I bought this bike in bits is it possible that this is a power valve spacer as it looks like the previous sprocket was 520 or smaller? Anybody know the depth for the 4L0 standard spacer, I estimate around 14mm. I`m hoping that its the wrong spacer otherwise the engines back out again and split as must have done something wrong inside.
